The remaining 50 offices will be developed with grant support from the Chinese government, with construction planned to begin early next year. These buildings will be delivered as pre-fabricated structures.

The government aims to complete 75 percent of the planned council offices by the end of 2026 as part of its broader effort to strengthen local governance infrastructure.
