Gov’t to Introduce Digital ID System Requiring User Consent

Minister of Homeland Security and Technology Ali Ihusaan announced that the government will introduce a digital ID card system, which will require user consent before government agencies or private entities can access an individual’s personal information.

This announcement follows concerns regarding the unauthorised use of personal data for political party registrations. The Elections Commission of Maldives (ECM) has reported a significant number of invalid membership forms submitted by the ruling People’s National Congress (PNC). Allegations have also emerged about unauthorised access to data from the Department of National Registration (DNR), which operates under the Home Ministry.

Speaking at a forum that discussed President Mohamed Muizzu’s presidential address, Ihsan, who is also responsible for technology-related matters, explained that the new digital ID system, part of the e-pass initiative, would be designed to safeguard personal data.

He clarified that once the system is operating to international standards, any access by a private sector entity or government provider would require the person’s consent. With this consent, the relevant agency would be permitted to access the information.

Ihsan further stated that the system would enable individuals to track who had accessed their personal data and the reasons for such access.

The controversy intensified following social media posts showing individuals filling out PNC membership forms within the DNR meeting room. These images led to allegations that ID card photos were used without consent. Ihsan and State Minister Ahmed Aaly, who oversees the DNR, were also pictured in the images.

Ihsan has denied any involvement in taking personal information from the DNR or in submitting invalid membership forms.

In response, the opposition Maldivian Democratic Party (MDP) and The Democrats have filed separate lawsuits against the PNC, accusing them of registering members without their knowledge. The police have confirmed that an investigation is underway.
