Maldives Submits Written Observations in ICJ Genocide Case Against Myanmar

Maldives has submitted its Written Observations in the ongoing case concerning the application of the Genocide Convention (The Gambia v. Myanmar) at the International Court of Justice (ICJ).
The submission was filed on 28 February 2025 by the Agent of the Attorney General, Uz Ahmed Usham. The case was initiated by The Gambia on 11 November 2019, alleging that Myanmar committed acts of genocide against the Rohingya Muslim population, in violation of the Convention on the Prevention and Punishment of the Crime of Genocide.

The ICJ had previously accepted Maldives’ Declaration of Intervention on 3 February 2024 and invited the country to submit written observations regarding its intervention. As an intervenor, Maldives’ observations focus on interpreting provisions of the Genocide Convention, particularly those related to the obligation to prevent and punish genocide. The submission specifically addresses the definition of the “duty to punish genocide” under Articles 1, 4, 5, and 6 of the Convention.
Reaffirming its commitment to international justice, Maldives stated that it remains steadfast in its cooperation with global efforts to ensure accountability for crimes committed against the Rohingya Muslims and to uphold the principles of the Genocide Convention.
