Ministry Calls for Expressions of Interest to Finance Development of Mathiveri Domestic Airport

The Ministry of Construction, Housing and Infrastructure (MCHI) has issued a public call for Expressions of Interest (EOI) from local and international parties to finance the development of a domestic airport in Aa. Mathiveri, Ari Atoll.
According to the gazette released by the Ministry, the project is open to qualified entities with proven financial and technical capacity. It is part of a key national infrastructure initiative authorised under Presidential Decree No. 2025/9 dated 1 April 2025. The project will be delivered through a cross-subsidisation model, allowing the selected investor to propose commercially viable components to offset the capital and operational costs of the facility. Financing options may include Contractor Financing, Public-Private Partnership (PPP) models, or Loan Financing.

The Ministry has made the Terms of Reference (TOR) for the assignment available on its official website, www.infrastructure.gov.mv, and in hard copy at the address provided in the announcement.
Interested parties must submit their EOIs by 1300hrs Maldivian time on Sunday, 15th June 2025. Submissions may be delivered in person or sent via email to proposal@infrastructure.gov.mv.
