Grave Relocation Not Permissible, Rules Fatwa Council Amid Redevelopment Works

MV+ News Desk | July 10, 2025

The Supreme Council for Fatwa has ruled that it is impermissible to exhume graves and relocate human remains, following the clearing of parts of historic cemeteries in Malé City for redevelopment purposes.

The ruling was issued today as redevelopment works continue at the Maafannu and Galolhu cemeteries. The Maafannu Cemetery was cleared earlier this year and is currently being transformed into a parking area and a basketball court. Portions of the Galolhu Cemetery have also been cleared for similar redevelopment.

The Fatwa Council stated that the act of disturbing graves and relocating remains contradicts Islamic teachings, which require the preservation of the dignity of the deceased. Citing hadith and other religious sources, the council emphasised that respect for human dignity must extend beyond death.

The council concluded that repurposing Muslim burial grounds for uses such as public parks or sports facilities is not permissible under Islamic principles.
