Education Ministry Eases Admission Rules To Expand A-Level Access

The Ministry of Education has introduced new admission criteria for grades 11 and 12, aimed at expanding access to higher secondary education and increasing the number of students pursuing A-levels across the country.

A circular issued on Monday sets out three main entry pathways: academic streams, vocational education, and workplace learning apprenticeship programmes. Each pathway has distinct conditions for eligibility.

For the academic stream, multiple combinations of subject requirements have been outlined, generally requiring a minimum ‘C’ pass in Dhivehi or Islam, alongside passes in mathematics, English, stream subjects, or optional subjects depending on the student’s chosen field. Students following an Individual Curriculum Plan may qualify with two ‘C’ passes in any subjects.

For vocational education, entry to Pearson BTech International Level 3 Diplomas, Extended Diplomas, and TVET courses requires either a Pearson BTech International Level 2 Diploma, a School TVET pass, or at least three ‘C’ passes in IGCSE, GCE O-Level, or SSC examinations.

For workplace learning and apprenticeship programmes, eligibility includes a Pearson BTech International Level 2 Diploma, a School TVET pass, or at least one ‘C’ pass in IGCSE, GCE O-Level, or SSC examinations. The ministry will make final decisions on admissions for vocational and apprenticeship programmes.

The circular also specifies that results from SSC, IGCSE, GCE O-Level, and BTech examinations from the past two years will be considered for Key Stage 5 enrolment. Students under the age of 18 as of the new academic year or by 31 December will be eligible. In atolls where higher secondary education is available, students who do not meet the standard entry conditions may still be admitted with ministerial approval.
