Gov’t Completes Consultations in 50 Islands for 20-Year National Development Plan

The government has completed community consultations in 50 islands across nine atolls as part of a nationwide effort to develop a 20-year strategic plan aimed at guiding the Maldives’ long-term growth and resilience beyond individual political terms.

The initiative, titled Viluntheri Raajje 2045 or Resilient Maldives 2045, was launched on 17 September and centres on community meetings branded Kurimagu Salla (“future dialogue”). These sessions are designed to gather public input from every inhabited island to create a unified vision for the country’s future.
According to the Viluntheri Raajje Team overseeing the process, consultations have been completed across all inhabited islands of five atolls—Addu City’s six islands, Fuvahmulah City, Haa Alifu Atoll’s 15 islands, Vaavu Atoll’s five islands, and Alifu Dhaalu Atoll’s seven islands. Work is ongoing in Gaafu Dhaalu, Meemu, Laamu, and Lhaviyani atolls, with the government aiming to reach every community in the Maldives.
The long-term plan is being developed as a comprehensive roadmap addressing population trends, social and lifestyle changes, environmental and infrastructural challenges, and the rapid evolution of technology. By integrating these factors into a single framework, the government intends to build a more stable and forward-looking development model less susceptible to shifts in political leadership.
A wide range of participants, including island and atoll councils, state institutions, non-governmental organisations, community associations, local enterprises, and private citizens, have been involved in the process.
Officials have emphasised that this inclusive approach is designed to ensure that the final plan accurately reflects the priorities and aspirations of communities across the nation.The drafting of Viluntheri Raajje 2045 has been contracted to Nexia Maldives, under the supervision of the President’s Office and the Ministry of Finance and Planning. Consultations are scheduled to conclude by the end of October, with the completed plan expected to be launched in January 2026 and fully implemented by June of the same year.
