ICOST Registers as a National Training Organisation to Expand Vocational Programmes for Inmates

The Institute for Correctional Studies (ICOST) has officially registered as a Registered Training Organisation (RTO) with the Maldives National Skills Development Authority (MNSDA).

The registration marks a major step towards expanding nationally recognised vocational training opportunities for inmates and correctional staff. The certificate of registration was presented by MNSDA Chief Executive Officer Dr Zahra Mohamed to Superintendent Ibrahim Nashid, who accepted it on behalf of ICOST.

Based in Malé, ICOST serves as the official training and educational institution of the Maldives Correctional Service. Its primary aim is to develop a skilled and professional correctional workforce while providing inmates with access to educational programmes that support rehabilitation and reintegration into society.

The MNSDA, which operates under the Ministry of Higher Education, Labour and Skills Development, regulates vocational education and skills development in the Maldives. It oversees the national technical and vocational education and training (TVET) system, ensuring that it meets the country’s evolving labour market needs.

During discussions held at the registration meeting, officials explored the introduction of technical training programmes tailored for long-term prisoners and specialised professional development for correctional officers. The introduction of vocational programmes specifically designed for women was also highlighted as a key area of focus.

With its new RTO status, ICOST will align its training curricula with national competency standards set by the MNSDA. This alignment will ensure that all courses meet national benchmarks for quality and relevance, improving the employability of inmates upon release.

According to MNSDA, the programmes discussed will move forward soon, with enrolment expected to open in the near future. The Ministry stated that the initiative aims to equip prisoners with recognised qualifications and practical skills, helping them reintegrate as productive members of society after completing their sentences.

ICOST currently offers a range of training courses for inmates, from Certificate Level One to Level Three. The courses cover multiple disciplines, including agriculture, computer applications, sewing, baking, and electrical wiring.
