Diplomatic Achievements Highlighted

In his address, President Dr Muizzu emphasised the “Maldives First” diplomatic strategy as the foundation of the Administration’s accomplishments over the past two years. He noted that trade and commercial relations with other nations have expanded significantly. As part of these efforts, embassies were established in Qatar and Türkiye, and non-resident ambassadors were appointed to 27 countries.

The President also underscored the Administration’s focus on strengthening ties with Arab and Islamic nations, highlighting the Maldives’ inclusion in the Makkah Route Initiative as a major milestone. He expressed gratitude to Saudi authorities for facilitating this development.

Infrastructure Development Remains a Priority

President Dr Muizzu reiterated that infrastructure development remains a central priority. He reported that the Government is overseeing 1,875 projects, including both ongoing initiatives and newly formalised agreements, with physical work expected to commence within three months for the latter.

This month alone, 236 projects were formalised under the Private Sector Partnership. The President assured that the benefits of these projects will be directly felt by the public. He also stressed that all development adheres to environmental safeguards and follows the required Environmental Impact Assessment (EIA) procedures.

Environmental and Renewable Energy Initiatives

Highlighting the national Five Million Tree Programme, the President reported that over 800,000 trees have been planted to date, with the target expected to exceed six million.

President Dr Muizzu also focused on renewable energy expansion, noting that national solar energy production capacity has doubled. He confirmed the commencement of a major 100-megawatt project and the contracting of 78 additional solar initiatives, reiterating the Administration’s commitment to generating 33 per cent of the country’s energy needs from renewable sources.

Education Sector Developments

The President outlined Government efforts to build a holistic and inclusive education system that fosters national identity. He emphasised the introduction of nationalism into the academic curriculum from early stages and stressed the importance of local teachers in leading the education sector.

A major initiative has been launched to train local teachers, with 190 students currently undergoing training and receiving special allowances. He also reported a significant improvement in the national pass rate for Grade 10 students, rising from 31 per cent in 2023 to 49 per cent in 2025.

President Dr Muizzu highlighted three pathways for secondary education graduates—academic, vocational, and apprenticeship routes—and outlined plans to expand O-Level and A-Level education while extending graduation from Grade 10 to Grade 12.

Tourism Expansion and Regional Development

The President reported that a total of 6,223 tourism beds have been registered to date, as part of efforts to expand the industry. He noted that work has commenced on developing HDh. Naagoashi in atolls with limited tourism activity.

Regarding Addu City, the President announced that Shangri-La is expected to reopen by the end of the year. He confirmed the formalisation of the Asseyri Tourism project agreement and noted that the investor for the Hankede project is expected to finalise the lease acquisition and sign the agreement soon.

President Dr Muizzu highlighted that Government incentives have encouraged nationwide tourism expansion, with multiple parties submitting bids and progressing through the various stages of development.

Fisheries Sector Improvements

The President noted that fishermen, previously neglected, have become a Government priority. Several ice plants have been repaired, new plants opened on four islands, and work is underway on six others.

Refrigerated Sea Water (RSW) systems have been installed on many vessels through loan schemes, with further opportunities provided by the Bank of Maldives (BML). Cold storage capacity, which stood at 9,500 tonnes at the start of the Administration, is projected to reach 24,500 tonnes by the end of the five-year term.

He also highlighted the ongoing development of GA. Kooddoo, confirmed that over MVR 200 million in outstanding payments to fishermen has been cleared, and noted that the State Trading Organisation (STO) plans to establish fuel skids on all announced islands by March 2026.
