Civil Servants To Receive Full Harmonised Salary Increment In December, Says Ministry

The Ministry of Finance has announced that civil servants whose salaries were raised under the government’s pay harmonisation programme will receive the full increment with their December salary.
The salaries of more than 20,000 civil servants, including administrative staff in the judiciary and local councils, were increased on 1 November as part of the harmonisation policy. However, some employees, including those in the judiciary, have expressed concern that the revised structure has reduced their take-home pay.
In a statement issued on Monday, the Ministry explained that civil service salaries and allowances are calculated from the 16th of the previous month to the 15th of the current month. As a result, those who received salary increments on 1 November will see the full adjustment reflected in their December pay, since the next salary cycle covers the period from 16 October to 15 November.
The Ministry noted that earnings from 16 to 31 October will be calculated based on the previous pay rates, while payments for the period from 1 to 15 November will follow the new harmonised structure.
It further stated that employees whose salaries are reduced under the new framework will receive a migration allowance introduced by the National Pay Commission to ensure no individual faces an immediate loss in income during the transition.
According to the Ministry, the National Pay Framework was designed to address structural issues in the previous system, including excessive overtime allowances, and to promote more efficient use of standard working hours. The policy also aims to support a healthier work–life balance while improving the overall salary structure for civil servants.
