MP Ameen Faisal Criticises Forgiveness of Hiya Flats Fines

MP for Kanditheem constituency, Ameen Faisal, has criticised the forgiveness of fines owed to the state for non-payment of fees, describing it as unfair to citizens who pay on time.
He made the remarks yesterday in response to Housing Development Corporation (HDC) waiving fines for tenants of the Hiya Flats, which are leased on a rent-to-own basis. Faisal said allowing the President to waive fees owed to the state due to non-compliance by some citizens is unjust to those who meet their payment obligations.

“We have to change the normalisation of the president waiving fines owed to the state due to non-compliance with the laws or a legal agreement, it is an injustice to people who pay the rent regularly,” he said.
However, the article he quoted did not state that the decision to suspend the fines was made under presidential prerogative.
Hiya Flats tenants pay MVR 3,984 per month, plus a MVR 1,000 maintenance fee, bringing the total to MVR 4,984. Non-payment has been a recurring issue for HDC. The fines incurred between January 2024 and 30 November 2025 have now been suspended, though details on the total fines, outstanding amounts, or number of affected tenants were not disclosed.
