Government Reopens Tender to Develop a Resort in Kaashidhoo Lagoon

The government has reopened bidding for a proposed resort development in Kaafu Kaashidhoo lagoon and the Farumuli area of Noonu Maafaru, after previous tenders failed to attract sufficient investor interest.

In an announcement, the Ministry of Tourism set out acquisition costs for the Kaashidhoo lagoon project, including a lease of 115 hectares priced at USD 1.5 million. It is the third time the government has sought investors for the Kaashidhoo site, after earlier tenders were advertised on 1 April 2025 and again on 11 September.

Under the current proposal, the government plans to dredge land in the Kaashidhoo lagoon area as part of the resort’s construction. The ministry said the development would be required to provide at least 100 beds.

The announcement also outlined details for Farumuli, which was first opened for resort development on 6 July 2025. Farumuli covers 0.41 hectares alongside 71.18 hectares of reclaimed area and is planned for a minimum of 150 beds.

The bid submission deadline has been set for 10:00am on 1 April, the ministry said. Bidders will also be required to provide bid security of $50,000.

Kashidhoo lagoon has been the subject of repeated development efforts under successive administrations, including those led by former presidents Maumoon Abdul Gayoom and Ibrahim Mohamed Solih.
