Housing Ministry Opens Third Binveriya Category and Revises Disability Application Rules

The Ministry of Infrastructure, Housing and Urban Development has opened applications for the third category of the Binveriya Scheme and amended the category for persons with disabilities to allow parents to apply for flats on behalf of individuals with disabilities.
According to the Ministry, applications for the third category open today and will remain open until the end of this month. Applications under the revised disability category will open on 20 May and close on 15 June.
Third Category Applications
The Ministry said, under amendments published in the Government Gazette, Category 3 applications will be accepted from two groups.

These include individuals who submitted a single application under the Binveriya Scheme for a government land plot in Malé but now wish to relinquish the plot and apply for a flat instead, as well as those who submitted a joint application and now wish to relinquish the shared plot and apply separately for land and flats.
Under the scheme, land plots will be allocated from Rasmalé, with each plot measuring 1,250 square feet.
The Binveriya Scheme includes three special categories:
- Category 1: Applicants who submitted joint applications and have already received land
- Category 2: Applicants who were unable to apply as they had already received a flat under a previous government housing scheme
- Category 3: Applicants wishing to relinquish allocated land to apply for flats, or joint applicants seeking to apply separately for land and flats
The Ministry noted that the opportunity to apply for land and flats under several categories of the first housing project will close at the end of this month.
Disability Housing Applications Amended
The Ministry has also amended the “Category for Persons with Disabilities” to allow parents to submit applications for flats on behalf of persons with disabilities.

In an announcement, the Ministry said parents registered with the National Social Protection Agency (NSPA) may now apply for flats under this category.
Applications will open on 20 May and remain open until 15 June.
Alongside this change, the government recently reduced the Malé residency requirement for persons with disabilities under the scheme. While the general requirement remains 15 years of continuous residence in Malé, persons with disabilities who have lived in Malé for at least five continuous years are now eligible to apply.
The revised rules also allow individuals who travel to Malé to access disability-related services, or who have relocated for such services, to submit applications.
The government launched the “Housing for All” policy in November last year, with application forms opened in January. Under the scheme, the government plans to allocate 15,000 land plots and 7,900 flats.
