CSC Releases Circular on Civil Service Procedures During Government Transition

In response to the transition of government following the election of Dr. Mohamed Muizzu and his administration, the Civil Service Commission (CSC), yesterday, has issued a Circular Note outlining procedures and guidelines for civil service agencies. 

The aim is to ensure a smooth transition process in connection with the 2023 Presidential Election. 

The following measures have been established and will be in effect until further notice:

1. Recruitment for Essential Positions

One of the key directives is to continue recruiting staff for essential positions such as teachers, doctors, nurses, and imams. These recruitments will be carried out in accordance with the existing rules governing these positions. 

2. Advertising for Specific Positions

The CSC has stipulated that agencies should not advertise any positions other than those mentioned above without obtaining prior written permission from the Commission. 

3. Suspension of Unfilled Posts

Recruitment for positions for which offer letters have not been submitted is to be temporarily suspended. In cases where these posts become vacant due to employee departures or if there is an immediate need to fill them, agencies are instructed to communicate with the Commission, providing the reasons for the necessary recruitment.

4. Administrative Structure Review

Agencies are encouraged to review their administrative structures, which may involve creating new positions or suspending recruitment for newly proposed roles within the structure. 

5. Suspension of Promotion Procedures

Promotion procedures for positions scheduled for internal advertisements are temporarily suspended in connection with previously advertised positions. 

6. Contract and Consultancy Recruitment

Recruitment for contract, wage, or consultancy positions within civil service agencies is suspended for the time being. In exceptional cases where recruitment is deemed necessary, agencies must seek written permission from the Commission, accompanied by clear reasons for the recruitment.
