The two-day event centered on three primary areas. The initial day addressed topics such as the management of cities and administrative regions, the coordination of public works between councils and the Ministry of Public Works, resource allocation to councils under the Decentralization Act, and financial empowerment of councils.Following these discussions, participants engaged in dialogue about challenges and proposed solutions.

On the subsequent day, the forum reviewed the performance index utilised to assess council effectiveness, finalized the variables used for measurement, and determined the weightages assigned to these variables. The seminar concluded with participants discussing and formalizing proposals, with an agreement to submit the seminar’s report and plan to relevant ministries for monitoring the implementation of decisions made during the event.
