The Ministry of Fisheries stated that the project is expected to create new income opportunities for the people of Dhuvaafaru, many of whom have historical ties to Kandholhudhoo.

Kandholhudhoo was a thriving fishing island inhabited by the Dhuvaafaru community before it was devastated by the 2004 tsunami.
