ECM Suggests Two MPs per Atoll in New Seat Distribution Plan

The Election Commission of Maldives (ECM) has proposed a new allocation method for parliamentary seats, suggesting two members be assigned to each atoll, with the remaining seats distributed in proportion to the population.

During a meeting of the Independent Institutions Committee of Parliament, ECM President Fuad Thaufeeg presented the proposal. The meeting was held to gather the ECM’s views on a resolution moved by Baarah MP Ibrahim Shujau concerning the number of MPs.

Fuad explained that under this proposal, after setting the total number of MPs at 77, two seats would be allocated to each city and each atoll, leaving 35 seats to be distributed based on population density. This approach would ensure adequate representation for densely populated atolls.

“For instance, by 2029, Haa Alifu Atoll would receive two additional seats, bringing its total to four, including the reserved seats. Malé would gain eight more seats, totalling ten, and Addu would have five seats, including the two reserved seats and three additional ones,” Fuad elaborated.

Fuad emphasised that this would bring the number of MPs closer to the levels seen in 2008, without reducing the number of seats in any constituency. He also highlighted that this change would prevent constituencies from being mixed up and ensure consistent growth across all regions.

“If this cap is imposed, it will remain unchanged until 2050, ensuring uniform growth. This stability will benefit the atolls, their representatives, and the state,” Fuad stated.

The committee has already consulted with the Maldivian Democratic Party (MDP) and the Progressive National Congress (PNC), both of which support maintaining a fixed number of MPs.

Additionally, the President has indicated that the Constitution will be amended to set the number of Parliament members at 77.
