FDC to Sign Flat Agreements; Public Warned Against Scammers

The Ministry of Construction, Housing and Infrastructure has announced that the agreements for the newly built 4,000 flats in Hulhumalé will be signed by Fahi Dhiriulhun Corporation (FDC). The ministry also urged the public to remain cautious of scam calls and messages, clarifying that only the official “Gedhoruverin Portal” will be used to notify eligible recipients.
In a statement issued on Friday, the ministry explained that it is currently compiling and verifying the list of eligible flat owners, after which FDC will proceed with the agreement signing and handover process. Priority will be given to residents of towers that have been fully completed.

The ministry highlighted that the construction of the 32 towers—16 built by India’s NBCC and 16 by KPIL—is now around 95–96% complete. Structural and internal finishing works are mostly done, with only utility connections remaining. According to Housing Minister Dr. Abdulla Muththalib, these connections are expected to finish by the end of September 2025.
The flats, built under the Gedhoruveriya housing scheme, are offered through a 25-year lease-to-own model, after which ownership will be formally transferred.
The ministry also cautioned applicants to beware of fraudulent calls and messages from scammers posing as officials, reiterating that no other method of communication will be used apart from the Gedhoruverin Portal.

The housing project, initiated under the previous administration, involves the construction of 4,000 flats by two Indian contractors. Although the list of beneficiaries had initially been finalised before the change in government, the new administration led by President Dr Mohamed Muizzu conducted a review that identified 1,820 eligible recipients. However, the government has since decided to revert to the original list compiled by the previous administration, with the condition that applicants who do not meet the eligibility criteria will be removed.
The ministry clarified that those deemed ineligible include applicants who have previously benefited from government housing schemes, those who obtained housing through state-owned enterprises, and individuals owning private residences larger than 600 square feet.
In the final weeks of the former administration, FDC had sent digital agreements to applicants, with 3,778 individuals reportedly signing them electronically. The ministry confirmed that written notices have been issued to those found ineligible under the Gedhoruveriya housing scheme.
