Finance Ministry Implements Revised Salary Structure For Civil Servants

The Ministry of Finance has announced that the changes to civil servants’ salaries have come into effect starting today.
The revised salary structure was detailed in job matrices published by the Ministry, outlining updates for various sectors within the civil service. These include the Business and Administrative Service, Educational Service, Health Service, Information and Communications Technology Service, Legal, Cultural and Social Service, Protective Service, Science and Built Environment Service, and Secretarial, Skilled and Elementary Service.
The job matrices provide a breakdown of pay structures based on job classifications, public service ranks, professional licences and training requirements, educational qualifications, and experience levels, as well as the main responsibilities associated with each role.
The salary revision falls under the government’s pay harmonisation initiative, which aims to establish a unified and equitable salary framework across public sector institutions, including the civil service, judiciary, police, and defence forces. The initiative was introduced during former President Ibrahim Mohamed Solih’s administration.
Previous phases of the harmonisation effort led to salary increases for nurses, teachers, and security service personnel. The latest adjustment fulfils President Dr Mohamed Muizzu’s commitment, made in September, to extend the salary revision to the remaining civil servants, judicial staff, and local council employees starting from 1 November.
A total of MVR 500 million was allocated in this year’s national budget for pay harmonisation. Finance Minister Moosa Zameer stated in October 2024 that the funds would be used to support the salary increases for the remaining civil service and judicial staff.
