Four Investors Show Interest in Hope Island Rehabilitation Project, Says Minister Ihusaan

Minister of Homeland Security and Technology Ali Ihusaan has revealed that four investors have expressed interest in developing the proposed Hope Island juvenile rehabilitation facility.

Speaking at a ceremony held at the President’s Office to mark the ratification of the new Anti-Gang Crime Act, the Minister confirmed that the government had opened an invitation for expressions of interest on 21 March. The deadline for submissions was 18 April.

Minister Ihusan stated that the four interested parties would be briefed on the project by the end of tomorrow and given one month to prepare and submit their full proposals. The government plans to evaluate the submissions before awarding the project.

The Hope Island initiative involves the reclamation and development of a 15-hectare area at K. Uthuru Thila Falhu (UTF). The planned facility will include residential units, holding cells, vocational training and rehabilitation centres, educational buildings, recreational and sports facilities, a full-service hospital with a pharmacy, drug rehabilitation and detox units, a halfway house, two ceremonial grounds, administrative offices, mess halls, a court, and a mosque with capacity for 1,000 worshippers.

President Dr Mohamed Muizzu previously estimated the project would cost USD 10 million for reclamation and an additional USD 15 million for infrastructure and facilities development.
