Government to Allocate Block Grant for Judiciary

President Dr Mohamed Muizzu has announced plans to allocate a fixed percentage of state revenue as a block grant to the judiciary, to strengthen its financial and institutional independence.

In a post on X, Dr Muizzu said financial autonomy was vital for ensuring the independence of the judiciary. He added that the decision was discussed at a cabinet meeting held on Wednesday.

Currently, the judiciary’s budget is incorporated within the overall government budget. The President said the new policy would allow the judiciary to receive a block grant, giving it full authority over the use of its funds.

“As a result, it has been determined to assign a certain percentage of the state’s revenue and disburse it as a block grant under a particular policy, granting complete autonomy to utilise it through a system where the judiciary holds full financial authority,” Dr Muizzu stated.

The President noted that the percentage earmarked for the judiciary would exceed the current budgetary allocation. He also highlighted that work was under way to introduce legal, technical and systemic reforms to support the changes.

Supporters of judicial reform have long argued that the lack of financial independence has limited the judiciary’s ability to function autonomously.

At present, block grants are provided to local councils under the Decentralisation Act. Political parties also receive block grants, and the President has confirmed that the media will be allocated a fixed share of state funds under a similar arrangement.

The budget, which will include the judiciary’s block grant, is scheduled for approval next year.
