Gov’t Caps Overtime Pay for Civil Servants Under New Pay Reform

The Ministry of Finance has announced a cap on overtime pay for civil servants, limiting it to 10 percent of their basic salary as part of a broader reform to the public sector pay framework.
According to the ministry, the new limit is designed to prevent unjustified salary increases and ensure that remuneration more accurately reflects the nature of the work. The measure also seeks to encourage a healthier work-life balance, enhance productivity during official hours, and address inefficiencies caused by flexible scheduling in some roles.
Under the revised framework, civil servants who work on weekends and public holidays will now receive an attendance allowance. The ministry has also assured that all public employees will be paid a basic salary above the national minimum wage. In addition, a special Migration Allowance will be introduced for staff whose existing salaries and allowances fall below the new standards.
Salary adjustments took effect on Saturday for various roles across business administration, education, health, and other civilian sectors. The ministry’s updated job matrix includes revised pay scales for administrative staff, fiscal analysts, accountants, employees of the Maldives Media Commission, and personnel at the Aviation Command.
President Dr Mohamed Muizzu stated that the salaries of all civil servants who have not yet received an increase will be revised during November. The president previously pledged to improve public sector wages this year, with MVR 500 million allocated in the national budget for the pay reform initiative.
The government’s ongoing pay reform programme aims to establish fair and equitable wages for all public servants while strengthening efficiency across the civil service.
