Gov’t Issues Third Revision of Gulhifalhu Land Use Plan to Expedite Registrations

The government has published a third revision of the Gulhifalhu Land Use Plan, with the latest version gazetted. 

The updated plan aims to accelerate the registration process for individuals granted land under the government’s landlord scheme, according to the Ministry of Construction, Housing & Infrastructure.

The revision ensures that all residential plots will be allocated from already dredged areas of Gulhifalhu. The move is intended to support the government’s goal of issuing land registries swiftly, in line with President Dr Mohamed Muizzu’s policy priorities.

The original land use plan was introduced in August 2023 by the previous administration under President Ibrahim Mohamed Solih. Following a change in government, a second revision was published on 24 October 2024, after authorities identified shortcomings in the initial plan, particularly the lack of designated residential areas. The October update incorporated newly reclaimed land and served as the basis for a land allocation lottery.

However, challenges arose when some individuals received land plots through both the original and revised plans. Overlaps and allocations in areas not yet dredged created obstacles in proceeding with land registrations.

The newly issued plan addresses these issues by consolidating all residential, commercial, institutional, and other land uses within the reclaimed section of Gulhifalhu. This adjustment is expected to streamline the process of allocation and registration.

The Ministry of Housing has consulted with the association representing land recipients and discussed practical measures for the handover of land. A new lottery is expected to take place within this month, following the completion of necessary survey work. The ministry has confirmed that registration will begin immediately after eligible plots are distributed.
