Gov’t Plans to Introduce “Happiness Index” to Assess Quality of Life

The government of Maldives has announced its intention to implement a Happiness Index, aimed at gauging the overall quality of life across the islands.

Adam Shareef, the Minister of Cities, Local Government and Public Works, told the press on Thursday that the index would be formulated based on a framework finalised after a diverse consultative process.

“It is not the government’s policy to dictate what should be looked at in the happiness index. We will seek public opinion to decide these.”

Shareef outlined the government’s timeline, indicating that the framework is expected to be finalized within the current year, with implementation slated for the following year.

“In some other countries, they have looked at low crime rates, sustainable development, cleanliness of the island, friendliness and community, familial relations, safe and enabling environment for children and senior citizens, inclusivity of persons with disabilities, hospitality towards guests, the island’s education and healthcare status, civil awareness activities, religion, preserving culture and heritage and taking care of the poor.”

Shareef said the ministry will create a research paper on best practices of such studies carried out in other countries and consult with other government institutions and civil society organisations for feedback.

The concept of using happiness as a measure of national progress is not new, with Bhutan pioneering the approach through its Gross National Happiness (GNH) index. This alternative to traditional economic metrics has gained attention globally for its holistic approach to societal well-being.
