Gov’t Proposes Amendments to Vehicle Registration Rules

The Ministry of Transport and Civil Aviation has announced plans to revise regulations concerning vehicle registration and usage duration, aiming to alleviate challenges faced by local councils in determining appropriate vehicle numbers for the islands.

Under the Land Transport Act, local councils are responsible for determining the quantity of road vehicles to be registered and the duration of their use within specific areas. Minister of Transport and Civil Aviation, Mohamed Ameen, highlighted the obstacles encountered by councils in enforcing these laws, citing difficulties in meeting the fundamental assessment criteria necessary for determining vehicle registration quotas.

Consequently, the ministry is undertaking a review of the legislation to streamline implementation challenges. Amendments are expected to be introduced within the next two months to facilitate the councils’ tasks.

The assessment process, as outlined in the act, involves 22 key criteria. Councils are required to evaluate factors such as population growth rates, designated vehicular zones, parking availability, existing vehicle counts, and the status of public transportation infrastructure. 

Complications arise from the assessment of vehicle import volumes, the distribution of vehicle types for various purposes, and other related considerations, impeding councils’ effectiveness in carrying out their duties. Minister Ameen affirmed that revisions to the regulations will simplify these processes.

Traffic congestion, particularly acute in the capital city of Male’, has prompted action from the newly appointed Mayor, Adam Azim. Mayor Azim has prioritised addressing vehicle congestion in Male’ and has commenced discussions with relevant authorities to revise vehicle quotas and usage durations. Anticipated changes are expected to be implemented within the next six months.
