Hulhumalé Phase III Land Recipients to Receive New Registry, Additional Opportunity for Gulhifalhu Agreements

The Ministry of Construction, Housing, and Infrastructure has announced that a new registry will be made for beneficiaries who received land plots in Hulhumalé Phase III,  alongside an additional opportunity for residents of Gulhifalhu to sign their land agreements.

The Ministry stated that changes to the Land Use Plan of Hulhumalé Phase III led to a reshuffling of some allotted plots. A new draw was conducted on 20 December 2025 to reassign land plots, and the previous Bandaara Goathi registration has now been cancelled. Beneficiaries will receive updated land registrations and can complete their land handover agreements.

Appointments to accept the new registrations can be made through the Hiyaavehi Portal from 26 January to 15 March.

For Gulhifalhu, the Ministry confirmed that those who have not yet signed their agreements or submitted their Goathi registry will also be provided an opportunity to do so. Appointments for this process can similarly be arranged via the Hiyaavehi Portal.

Applicants are required to submit the following documents when booking an appointment: a copy of the witness’s ID card; a copy of the Power of Attorney and the attorney’s ID card, either registered in court or notarised if someone other than the beneficiary is signing; and copies of the previously signed land grant agreement and land registration issued to the landlord.

The Ministry noted that a deadline had previously been set for signing agreements in Gulhifalhu. Under the former administration, 9,031 plots were allocated across Hulhumalé, Gulhifalhu, and Giraavaru Falhu under the Bheemvariya scheme, with the majority of plots now handed over to recipients.
