Hulhumalé Phase Three Land Reclamation Resumes After Months-Long Delay

The third phase of Hulhumalé’s land reclamation project resumed yesterday, with dredging operations restarting after a months-long delay.

The project, led by Capital Marine and Civil Construction (CMCC), aims to reclaim a total of 63 hectares. Since its launch in September 2023 under former President Ibrahim Mohamed Solih, 24 hectares have been dredged, while excavation work is now underway on the remaining 38 hectares.
According to the Ministry of Construction, the delay was caused by revisions to Hulhumalé’s master plan. With dredging now resumed, the ministry has advised vessels operating in nearby waters to proceed with caution.
President Dr Mohamed Muizzu visited the project site yesterday to assess progress. The ministry stated that the reclamation is intended to address housing shortages in the Greater Malé Region, and the government is working to complete the project swiftly to expand housing opportunities.
While the previous administration had planned to allocate land from Hulhumalé Phase III under the Binnveriyaa scheme, the current government has shifted focus to the Fushidhiggaru lagoon reclamation, described as the largest housing project in Maldivian history. The shift has prompted criticism from some quarters for deprioritising the ongoing Hulhumalé development.
