The introduction of these services is in line with the government’s policy objective to expand ID card services to every atoll across the Maldives. According to the Department of National Registration (DNR), the new facilities will remove the need for residents to travel elsewhere to obtain their identity cards, thereby enhancing efficiency and improving administrative access. The DNR further stated that the initiative is part of a broader plan to ensure the service is available from all inhabited atolls or their respective capitals.

Currently, ID card printing and issuance services are available in more than 23 islands across the country. The department indicated that its goal is to establish similar facilities in all atolls before the end of the year.
This move towards decentralised issuance marks a shift away from the previous reliance on services in the capital, Male’, and reflects a wider campaign commitment made by President Dr Mohamed Muizzu. The decentralised roll-out began in November last year, with Villingili in Gaafu Alifu Atoll being the first location outside the capital to offer the service.
The government is also working to expand identity card services for Maldivians living abroad. Malaysia was the first foreign country to facilitate the issuance of Maldivian identity cards, with further preparations under way to introduce similar services in Sri Lanka, India and the United Kingdom, which host significant Maldivian communities.
Officials have stated that both the domestic and overseas expansions form part of an integrated strategy to ensure identity card services, essential for accessing a wide range of public programmes, are available to all Maldivians, wherever they may reside, by the end of the calendar year.
