Maldives and India Hold Joint Review Meeting on Ongoing Development Projects

Ministry of Foreign Affairs, in collaboration with the High Commission of India in Maldives, convened a two-day meeting this week to assess the progress of ongoing projects. 

The focus of the review was on the High Impact Community Development Projects (HICDPs) being undertaken in Maldives with grant aid from the Government of India.

The meeting was co-chaired by Ambassador at Large Ahmed Naseer and High Commissioner of India to Maldives Munu Mahawar. It was attended by senior government officials and various stakeholders.

According to information provided by the High Commission of India, India is supporting 65 community development projects in Maldives, amounting to approximately MVR 360 million (USD 23 million). The selection of projects aligns with the priorities set by the Maldivian government, with implementation overseen by designated Maldivian institutions.

Regular joint review sessions between the two countries are conducted to monitor project progress, ensuring adherence to high standards and timely completion.

The HICDPs aim to address the developmental needs of communities across Maldives, extending beyond the capital, Male’, and major urban centres. These projects are often designed for implementation by local councils or relevant ministries, fostering community empowerment and supporting decentralization efforts.

As of November 2023, 47 HICDPs were approved, with 8 completed and inaugurated. These include initiatives such as the Drug Detoxification Centre in Hulhudhoo, Addu City, and the Tourism Zone in Mulimathi, Meedhoo, Addu City. Inaugurations were carried out by officials from both India and Maldives, signifying bilateral cooperation in project execution.

The initial Memorandum of Understanding (MoU) for Indian Grant Assistance was signed in March 2019, with subsequent renewals in 2021 and 2023, increasing the grant to a total of MVR 255 million (USD 16.5 million). In addition, cash grants exceeding USD 7 million (MVR 107 million) are allocated for various projects, including the establishment of outdoor gyms and upgrading of schools.

Several HICDPs, covering a range of initiatives such as fish processing plants and cultural centres, are still in progress across different atolls, awaiting completion. These projects signify ongoing collaboration between India and Maldives in addressing key developmental needs within the country.
