MCS Signs MoU with South Huvadhu Atoll Council on Non-Custodial Sentences

The Maldives Correctional Service (MCS) has signed a memorandum of understanding (MoU) with the South Huvadhu Atoll Council to implement punishments that do not require detention in jail, as ordered by the Criminal Court.
The signing ceremony was held this morning at the South Huvadhu Atoll Council. Commissioner of Prisons Hassan Zareer signed the MoU on behalf of MCS, while Council President Hassan Faihath Gudruthulla signed on behalf of the Council. Senior officials and staff from both institutions attended the event.
The agreement was issued under Regulation No. R-13/2022 on the Implementation of Other Sentences by the Maldives Correctional Service, pursuant to Article 1005 of the Penal Code. It sets out how councils can provide support to MCS in implementing non-custodial sentences.

Under the MoU, the South Huvadhu Atoll Council will assist MCS in enrolling inmates in educational or other programmes based on the type of punishment determined by the courts. The Council will also consult with relevant NGOs and other local bodies to help identify suitable work or activities for inmates.
MCS will continue to educate inmates on the community’s role in their reintegration while carrying out non-custodial sentences, ensuring that offenders remain engaged with society and benefit from supportive programmes during their rehabilitation.
