Ministry Opens Applications for Malaysian University Tuition Discounts

The Ministry of Higher Education, Labour, and Skills Development has opened applications to apply for tuition fee discounts in Malaysian universities under the MoU signed with Education Malaysia Global Service (EMGS) in 2024.
To be eligible for the discount, students must obtain an endorsement letter from the ministry. A total of 467 opportunities are available, covering programmes from foundation level to PhD. The list of eligible Malaysian colleges and universities is included in the ministry’s announcement.
Applicants must already have received a placement offer from a university. They must not be completing or have completed a qualification equivalent to the programme for which they are seeking the discount. Those currently repaying previous financial assistance remain eligible, provided they have not defaulted. However, applicants who have signed for, or are currently receiving, a loan from the ministry are not eligible.
To receive the endorsement letter, applicants must submit:
– Their highest previously obtained educational certificate;
– The data page of a valid passport;
– The university placement letter;
– A letter from the Maldives Qualification Authority (MQA) confirming “Recognition of Intended Programme”;
– If previously awarded a ministry loan, a letter confirming that the sponsorship has been relinquished;
– A letter confirming they are repaying any ongoing loan from the ministry or the Department of Higher Education, or have not defaulted.
Applications must be submitted through the MyEdu portal before 15 November 2026.
