MNDF Joins Indian Navy’s IOS SAGAR Initiative to Strengthen Regional Maritime Cooperation

The Maldives National Defence Force (MNDF) is participating in the second edition of the Indian Ocean Ship (IOS) SAGAR initiative, a regional maritime engagement programme led by the Indian Navy aimed at cooperation and interoperability among Indian Ocean nations.

The programme, which commenced on March 15, comes as India assumes the chairmanship of the Indian Ocean Naval Symposium (IONS) in February 2026. This year’s edition brings together participation from 15 IONS member states across the region.

IOS SAGAR is part of India’s broader regional vision under SAGAR (Security and Growth for All in the Region), alongside the expanded MAHASAGAR framework, which promotes mutual and holistic advancement in maritime security.

Designed as a collaborative operational engagement, the initiative enables naval personnel from partner countries to train and sail together aboard an Indian naval vessel. The programme integrates foreign participants into onboard training and operational activities, with the aim of enhancing interoperability, professional exchange and shared understanding of maritime operations.

A total of 37 naval personnel from 15 countries are taking part in the current edition, including two participants from the MNDF. Other participating nations include the United Arab Emirates, Indonesia, Malaysia, Myanmar, Singapore, Thailand, Seychelles, Kenya, Mauritius, Mozambique, South Africa, Tanzania and Bangladesh.

The programme began with training sessions at Indian naval facilities in Kochi, where participants were introduced to key elements of naval operations, seamanship and maritime security. This phase is followed by deployment aboard an Indian Navy ship, where trainees will engage in joint operational activities at sea.

During the voyage, the ship is also expected to conduct port visits and maritime engagement activities with regional navies and agencies. These interactions are aimed at strengthening professional ties, facilitating the exchange of best practices and building a coordinated response to shared maritime challenges in the region.
