MPL Extends Free Period for Open Storage Cargo at Malé Commercial Harbour

The Maldives Ports Limited (MPL) has extended the demurrage-free period for non-containerised cargo stored in open facilities at the Malé Commercial Harbour, a move aimed at easing logistical costs for importers and supporting small enterprises.
Under regulations approved by MPL’s Board of Directors, the grace period for goods kept in the port’s Open Storage Area has been increased from five days to ten. The revised policy applies to cargo brought into the harbour without containers and effectively doubles the duration before demurrage charges are imposed.
MPL clarified that the extended waiver does not apply to perishable items or certain conventional goods that are prone to rapid spoilage. The measure is intended to provide targeted relief to small and medium enterprises, which have faced increasing economic pressures amid current market conditions.
Port authorities described the change as a significant reprieve for the trading community, particularly for businesses that rely heavily on imports. The new arrangements will take effect on 1 February and will apply to cargo unloaded from vessels arriving at the Malé Commercial Harbour from that date.
MPL said the decision forms part of broader government efforts to strengthen the economic sector and create a more supportive environment for business activity.
The policy follows a consultation held on 17 December 2025 between President Dr Mohamed Muizzu and representatives of the small and medium enterprise sector, during which business leaders raised concerns over operational challenges.
In response, the president directed the Maldives Airports Company Limited to extend the demurrage-free period for air cargo from 80 hours to 124 hours. The government also instructed that goods clearance services move to a 24-hour operational schedule to improve efficiency and reduce delays in import processes.
