MWSC Fires Deputy Managing Director Fazeel Following Six-Month Suspension

The Malé Water and Sewerage Company (MWSC) today terminated its Deputy Managing Director, Mohamed Fazeel, following a six-month suspension over serious allegations linked to land fraud.

When the scandal came to light, the company decided to suspend him with pay. Even though Fazeel has not been performing any of his duties for the past six months, the company has been paying his salary.

In a statement posted on X, MWSC announced that its Board of Directors had decided to dismiss Fazeel, who was suspended on 19 December 2024 and barred from carrying out any official duties since then. The company cited the need to act in its best interests, stating it was not viable to retain Fazeel in a senior role with full salary while he remained inactive.

“The board believes it is not beneficial for the company to retain Mohamed Fazeel in a senior role for an extended duration with a salary,” the statement read, published in Dhivehi.

Fazeel’s suspension in December followed allegations that he used a forged agreement under the Binveriyaa housing scheme to unlawfully claim ownership of a plot of land in Hulhumalé. 

In July 2024, Fazeel applied to build a boundary wall on the contested plot, submitting the request to the Housing Development Corporation (HDC), an entity headed by his younger brother, Ibrahim Fazul Rasheed.

The controversy erupted after leaked documents circulated on social media, revealing a falsified Binveriyaa scheme agreement and correspondence between HDC and the Ministry of Housing, Land, and Urban Development. The documents showed both Fazeel and another individual, Abdul Majeed Mahir, claiming land under the Binveriyaa scheme—despite not appearing on the official list of recipients published in 2023 under the previous MDP government.

Fazeel’s case has triggered wider fallout: his brother Fazul was dismissed, along with the entire HDC board, with the exception of Chairman Ahmed Nasif. Authorities confirmed a criminal investigation was underway regarding this case. The board members were later reinstated, except for Fazul.
