PCB Revises HR Guidelines for SOEs

The Privatisation and Corporatisation Board (PCB) has begun revising the human resources (HR) guidelines for state-owned enterprises (SOEs) to enhance employee qualification standards.

Commencing on August 25, the PCB has held a series of working meetings to update these HR guidelines, with a further session scheduled for August 29. These meetings involve representatives from SOEs, who are contributing feedback and recommendations for the new framework.

The PCB aims to use the revised guidelines to prevent overstaffing, reduce unnecessary expenditure, and address practices that may lead to corruption in recruitment and salary distribution. The new guidelines are also designed to ensure that employees possess both relevant education and experience.

The PCB has stated that the updated guidelines will be in line with best practices for an effective HR system, outlining detailed procedures, committee responsibilities, salary structures, and administrative processes.
