Police Officers Submit Whistle-Blower Report Against DCP Farhad and ACP Shifan to 241 Committee

Eleven Maldives Police officers above the rank of Chief Inspector have submitted a whistle-blower report to the parliament’s National Security Services Committee (241 Committee), raising serious allegations against Assistant Commissioner of Police (ACP) Ahmed Shifan and Deputy Commissioner of Police (DCP) Farhadh Fikuree.

MV+ received a copy of the letter and the report detailing the allegations. The letter, signed as 11 officers ranking above chief inspector without disclosing names, and addressed to the committee chair, alleges misconduct, sexual harassment, attempts to frame colleagues, and misuse of authority. The whistle-blowers claim the actions of ACP Shifan and DCP Farhadh violate the police code of conduct and are harming the reputation and unity of the Maldives Police Force. According to media reports, the letter was received by the parliament via email. 

Specific allegations against ACP Shifan include attempts to frame senior officers, sexual harassment of civil employee, adultery, and inappropriate sexual behaviour with staff in restricted areas. The report also accuses DCP Farhadh of obstructing investigations and using undue influence to release relatives of his detained by police.

The officers have urged the 241 Committee to investigate the claims and take appropriate action against the two senior officials.
