Second Phase of ‘Haalu Kihineh?’ Programme Commences in Addu City

The government has commenced the second phase of the ‘Haalu Kihineh?’ programme from Addu City, the southernmost atoll of the Maldives.
The initiative, which was launched in May last year, is designed to visit residents across all islands to assess their well-being, identify individuals in need, and deliver necessary support services.
Officials will visit every household in Addu City as part of this phase, following the programme’s official launch on Thursday. According to the Ministry of Social and Family Development, prior to the launch, officials held discussions with the Addu City Council to coordinate the implementation of the programme. The meeting was attended by Deputy Minister of Social and Family Development, Mariyam Lahfa, and Addu City Mayor Ali Nizar.
The Addu City Council and the Women’s Development Committee (WDC) have pledged their full cooperation in facilitating the programme. Addu City, which is the second most populous city in the country after the capital Male’, now has a population exceeding 20,000 according to the latest census data.
The ‘Haalu Kihineh?’ programme initially began in Hulhumale’ and reflects President Dr Mohamed Muizzu’s vision of fostering a compassionate society. It seeks to strengthen relationships and build trust between the government and citizens.
The Ministry of Social and Family Development is working in collaboration with public service institutions, relevant agencies, atoll councils, local island councils, and WDCs to carry out the programme. The objective is to visit every household in the Maldives within a year to identify individuals who require special assistance from the state.
