Special Presidential Commission Submits Report on Woman’s Fall to President Muizzu

The Special Presidential Commission investigating the case of the 21-year-old woman who fell from a building in Malé has completed its inquiry and submitted its final report to President Dr Mohamed Muizzu today.

President Muizzu has said in a post on X that he has received the report and instructed it to be published in full.

The Commission was established under a Presidential Decree issued on 27 April. The decree tasked the Commission with carrying out an independent, autonomous, and credible investigation into the incident, which occurred on 18 April 2025, when the young woman was found collapsed on the rooftop of a building in the capital.

The Commission’s mandate included determining the facts of the case, reviewing the actions of relevant institutions, recommending necessary measures, and ensuring a fair and impartial investigation.

Speaking at the Commission’s first press conference on 30 April, Commission President Dr Mohamed Munavvar pledged that the inquiry would proceed free from any external influence.

As part of their investigation, the Commission obtained a statement from Raudh Ahmed Zilal, the 21-year-old man last seen with the woman before her fall. However, it remains unclear whether the Commission was able to secure a statement from the victim herself. Police had reported on May 22 that her family was uncooperative during the investigation. She is currently undergoing medical treatment in Malaysia for injuries sustained in the incident.

The Context

On April 18, 2025, a 21-year-old woman was found on the roof of a warehouse in Henveiru, Male’. The police later revealed she fell from the ninth floor of Fentoniya around 4:30 a.m. that morning. She was reported to the police around 7:30 a.m. that morning, after which she had been receiving medical care in Indira Gandhi Memorial Hospital (IGMH), until she was sent to Malaysia on April 26 for additional medical treatment.

Public trust in the police has declined in relation to this case, amid accusations of interference in the investigation. Many believe that those involved are the children of individuals in high-ranking positions, and that influence may have been used to obscure the case. 

Raudh, the man the woman had spent her last moments with prior to her fall, was arrested on April 24. He was initially set to be kept under state custody for five days, which was later extended on several occasions. On June 11, he was formally charged with failing to assist a person in danger. Authorities allege that Raudh did not help the victim or alert emergency services despite witnessing the incident. The offence carries a sentence of six days to one month in jail. As Raudh had already spent over a month in custody, the Prosecutor General’s Office recommended his release on May 26.

Raudh is the younger brother of Daudh Ahmed Zilal, the Under Secretary for Digital Strategy at the President’s Office. Daudh was suspended from his position without pay on Thursday, April 25.

The passports of seven others connected to this case have been seized. They are barred from leaving the country.

The youth held serial protests calling for a fair and transparent investigation into this case for a couple of weeks after the incident.

The parliament submitted a notice of no-confidence to Minister Ameen on April 29. However, on May 15, the parliament quashed this motion.
