The security deposit scheme for the project opened on 7 September, with 588 people making payments in the first week alone. The development, contracted to two Indian companies, includes two- and three-bedroom units. Two-bedroom flats are set at a monthly rent of MVR 7,000, with an additional MVR 1,000 maintenance fee and a MVR 15,000 security deposit. Three-bedroom flats rent for MVR 9,500, with a MVR 1,500 maintenance fee and a MVR 25,000 security deposit.

The government is signing tenancy agreements as flats are completed, and approximately 3,000 agreements have been finalised so far. The Hulhumalé development comprises 32 towers of 17 to 18 floors, with some already complete and others undergoing finishing work.
