Housing Ministry Begins Issuing Gulhifalhu Plot Handover Documents Online

The Ministry of Infrastructure, Housing and Urban Development has begun issuing plot handover documents online to individuals allocated land in Gulhifalhu under the Binveriyaa housing scheme.
The ministry announced today that eligible landowners can now access and download the documents through the Hiyaavehi Portal, replacing the previous process in which recipients were required to collect the documents in person at Gulhifalhu.
To obtain the document, recipients must log in to the Hiyaavehi Portal using eFaas, navigate to the Plot Handover section and download the document for their allocated plot. Each document includes a QR code and a link that allows recipients to view the location of their plot on a map.

The ministry said the service is available only to Gulhifalhu land recipients who have already accepted their revised land registries following changes to the land use plan. If an allocated plot is located within an active construction site, the handover document will be issued once work in the area is completed.
Last year, the ministry opened applications for land recipients to sign revised land registries and agreements after changes were made to the Gulhifalhu land use plan. It described the application period as the final opportunity to complete the process and warned that those who failed to request an appointment through the Hiyaavehi Portal would not be given another chance to sign the agreement.
The revised agreements were opposed by some land recipients, who argued that the new terms differed from the original land allocation policy. In response, the ministry said agreements signed under the previous administration contained provisions that conflicted with the Land Act, making new agreements necessary.
The government plans to allocate 2,438 plots in Gulhifalhu, including 1,347 plots relocated from Giraavarufalhu. Overall, 9,031 land plots are scheduled to be allocated to Malé residents across Hulhumalé, Gulhifalhu and Giraavarufalhu under the Binveriyaa scheme.
