Male’ City Council Moves to Curb Smoking in Public Places

Male’ City Council has decided to work with relevant authorities to stop people from smoking in public places in a manner that causes inconvenience to others.

The decision was passed unanimously by the 16 councillors present at the council’s 12th official general meeting of its fifth term yesterday.

The motion was submitted by Hulhumalé North Constituency Council Member Fathimath Zahiyya, who called for the Maldives Police Service to take legal action against individuals who smoke in public places in a manner that causes a public nuisance.

Zahiyya said the council had received complaints from parents about people smoking near them while they visit public gathering areas and parks in Male’ City with young children.

She said smoking in such areas is a widespread concern and poses health risks to young children exposed to second-hand smoke.

The decision comes against the backdrop of existing restrictions on smoking in public places under the Tobacco Control Act (Law No. 15/2010). The law prohibits smoking in specified places, including workplaces, public transport and other public places prescribed under relevant regulations.

However, the existing legal framework does not constitute a blanket ban on smoking in all outdoor public spaces. Under the regulations, smoking was permitted in designated smoking areas at certain non-air-conditioned food and beverage establishments, including teashops, restaurants and cafés. Smoking is prohibited on public transport vehicles, vessels and their facilities.

Despite the existing restrictions, enforcement of the smoking ban in public places has remained limited, with smoking continuing to take place in areas where it is prohibited.

The council’s latest decision seeks to strengthen efforts to address smoking in public areas through coordination with relevant authorities, particularly in locations frequented by families and children.
