The government has intensified efforts to strengthen cybersecurity and modernise the country’s digital infrastructure as it advances the Maldives 2.0 digital governance agenda.
Speaking on the Trade Desk podcast, Minister of Homeland Security, Labour and Technology Ali Ihusaan said strengthening cybersecurity is one of the government’s highest priorities under its strategic roadmap.

He said the ministry and its affiliated agencies are now prepared to provide national-level cybersecurity services and technical assistance to stakeholders requiring support.
The minister also said the government is working to create a secure digital environment to support the expansion of emerging financial technology services, including PayPal.
National Security Advisor Retired Lieutenant Colonel Ibrahim Latheef said cybersecurity has become a strategic necessity as governments increasingly digitise public services. He described cyber resilience as a fundamental component of national security and modern governance.
Senior Lecturer at Edith Cowan University’s School of Science, Dr Ahmed Ibrahim, said effective cybersecurity depends on strong legal frameworks that enable authorities to carry out their responsibilities. He noted that protecting personal information is essential to maintaining public trust as digital services continue to expand.
Parliament is currently considering two key pieces of legislation aimed at strengthening the country’s digital governance framework.
The proposed Cyber Security Bill would establish a comprehensive legal framework for cybersecurity, including licensing requirements for providers of specified cybersecurity services. The bill also proposes fines ranging from USD 3,242 to USD 32,425 for violations.
The Digital Identity Bill seeks to establish procedures for secure digital identity verification for online transactions involving government institutions and other entities.
Alongside legislative reforms, the government has prioritised developing local expertise through cybersecurity training programmes conducted both in the Maldives and overseas as part of efforts to keep pace with evolving international digital standards.
