Finance Ministry Invites Bids for New 50-Bed Mental Health Hospital in Hulhumalé

The Ministry of Finance has opened the tendering process for the construction of a 50-bed mental health hospital in Hulhumalé, following an announcement published in the Government Gazette today.
The National Tender Department, acting on behalf of the Ministry of Infrastructure, Housing and Urban Development, is inviting both local and international competitive bids for the project.

According to the official bidding guidelines, eligible contractors must hold registration under the Ministry of Infrastructure’s “Construction Industry Contractor’s Regulation” within category GC01, spanning Grades 1 through 7. Foreign firms seeking to participate must also comply with the Foreign Direct Investment Policy set by the Ministry of Economic Development and Trade.
Interested parties are required to complete their registration with the Ministry of Finance between 23 September and 20 October 2026, alongside a non-refundable fee of MVR 1,500 (USD 100). The Ministry requires a bid security of MVR 864,000, valid for 28 days beyond the main bid validity period.

- Clarification Deadline: 1:00 PM on 8 October 2026

The tendering process follows an announcement made last April by President Dr Mohamed Muizzu regarding plans to establish a dedicated psychiatric facility in the Malé region.
During a press conference at the President’s Office, President Muizzu stated that 10,954 individuals received mental health treatment nationwide between January and 24 April, with over 8,000 of those patients receiving care in the Malé area. Current public demand for these services has contributed to long waiting lists at the Indira Gandhi Memorial Hospital (IGMH).
While the construction of a specialized mental health hospital was a campaign commitment initially slated for foreign loan financing, President Muizzu noted that the length of time required to secure external funding led to a change in approach. The project will now be funded directly through the state budget to accelerate the development timeline.
