Government Invites Proposals for 2,100 Affordable Homes Across 13 Islands

The Ministry of Infrastructure, Housing and Urban Development has invited proposals from locally registered companies to develop 2,100 affordable home ownership units across 13 islands under a public-private partnership (PPP) model.

The invitation, published in the Government Gazette on Thursday, is open to real estate developers and contractors with 100 percent Maldivian shareholding. Companies may submit proposals for one or more development packages, either independently or as part of a joint venture.

The housing units will be developed in:

  • HA. Hoarafushi: 100 units
  • R. Ungoofaaru: 100 units
  • B. Thulhaadhoo: 50 units
  • Lh. Naifaru: 300 units
  • Meemu Muli: 100 units
  • Dh. Meedhoo: 100 units
  • L. Gan: 200 units
  • Thinadhoo City: 300 units
  • Fuvahmulah City: 300 units
  • Addu City Hithadhoo: 300 units
  • Addu City Feydhoo: 200 units
  • Addu City Maradhoo Feydhoo: 25 units
  • Addu City Maradhoo: 25 units

The ministry said the project forms part of the government’s efforts to expand access to affordable housing, promote planned urban development and improve living standards.

Under the proposed model, developers will finance construction through a contractor-financed build-and-sell arrangement using the Engineering, Procurement and Construction (EPC) method. The government will provide the designated land to developers at no cost.

Developers will be required to hand over completed units to buyers within 24 months of receiving the land.

The developments will primarily comprise three-bedroom apartments, with adequate parking and commercial spaces and essential residential amenities on the ground and first floors.

At least 60 per cent of the units in each package must qualify as affordable housing. Developers will sell the units directly to end-users, with the maximum sale prices set as MVR 1,500,000 in the tender documents. Developers may propose prices below the prescribed ceiling.

The ministry said the project is aimed primarily at first-time homebuyers, particularly amid growing housing demand and limited land availability in the Maldives.

Interested parties can obtain the Terms of Reference from the ministry’s website or its office. Requests for clarification must be submitted by 4 August 2026 at 1:00pm, while complete technical and financial proposals must be submitted electronically by 17 August 2026 at 1:00pm.

The ministry said proponents must demonstrate that they have sufficient funds to finance the full estimated investment cost under their proposed financing model.
