Gov’t Seeks Consultant to Design Master Plan for 200,000-Population Rasmalé City

The Ministry of Infrastructure, Housing and Urban Development has invited proposals for a consultancy to develop a master plan for Rasmalé, a major land reclamation project planned to accommodate more than 200,000 residents over the next 20 years.
In a gazetted notice issued today, the ministry called for qualified parties to submit bids for Consultancy Services for the Preparation of the Rasmalé Master Plan, in line with the Terms of Reference.
The ministry confirmed that no pre-bid meeting will be held. Instead, bidders must submit any questions or clarification requests by 5 July 2026 at 2:00 PM via procurement@infrastructure.gov.mv. Clarifications will be issued by 7 July 2026.
Bid submissions will take place on 13 July 2026 at 10:00 AM at the Ministry of Infrastructure, Housing and Urban Development. The ministry stated that late submissions or bids submitted electronically will not be accepted.
The government said the tender follows plans to develop Rasmalé, a newly reclaimed island in the Fushi Dhiggaru Lagoon spanning approximately 1,010 hectares, into a sustainable urban centre.
Sustainable City Vision
According to the Terms of Reference, Rasmalé is envisioned as a climate-resilient city designed to set a global benchmark in ecological urban planning, including a long-term goal of carbon neutrality.
The master plan will guide development across infrastructure, housing, transport systems and public spaces, with an emphasis on climate risk adaptation and sustainability.
Key objectives include accommodating over 200,000 residents within 20 years, operating primarily on renewable energy, achieving carbon-neutral mobility, and strengthening resilience against climate change and disaster risks.
The project also aims to create a development model tailored to the Maldives’ geographic and environmental conditions while aligning with international standards of sustainable urbanism.
Planning Requirements
The master plan will include land use and zoning frameworks, green and blue infrastructure planning, mobility systems prioritising public transport, walking and cycling, and integrated utilities planning.
It will also cover inclusive public spaces designed for accessibility and climate resilience, coastal infrastructure planning, and stakeholder engagement processes.
Specialist Expertise Required
The ministry is seeking expertise from urban planning, urban development, or coastal engineering professionals. Applicants must meet specific qualifications, including postgraduate or professional degrees and significant experience in relevant fields, including local experience in the Maldives for certain roles.
The master plan is expected to be completed within eight weeks of contract award. The tender will be awarded to the bidder with the highest total evaluation score.
