Ministry to Issue New Land Agreements and Registries for Gulhifalhu Plots

The Ministry of Construction, Housing, and Infrastructure will begin issuing new land agreements and registries to individuals granted land in Gulhifalhu under the Land Owner Scheme. This follows changes to the Land Use Plan of Gulhifalhu, which required the relocation of previously allocated plots.
As a result of the revised plan, the Ministry has annulled all previous land registrations and voided earlier land allotment agreements.
To accommodate the changes, a new draw was held on 30 May 2025, where beneficiaries were reassigned plots. In a gazetted notice issued on Tuesday, the Ministry confirmed that the issuance of the new land registries and agreements will commence on Monday, 7 July 2025, from 9:30 a.m. onwards.
Appointments for this process became available on the Hiyaavehi Portal on 1 July 2025. Applicants must book their slots via the portal to collect their new documents.
Required Documents for Appointment via Hiyaavehi Portal:
- A copy of the ID card of one party who will serve as a witness for the new land allotment agreement (titled ‘Bandaara Land Allotment Agreement’).
- A copy of the ID card of the registered allottee listed on the Hiyaavehi Portal. If the allottee wishes to send a representative, the representative must present a notarised power of attorney and notary certificate, along with their own ID card.
- A copy of the original Land Allotment Agreement, which was previously signed between the Ministry and the allottee.
- A copy of the previous ‘Registration of Land Plot’ issued by the Ministry.
On the day of the appointment, the original versions of all required documents must be presented at the location specified by the Ministry.
The Ministry has stated that if the landholder or their authorised representative arrives more than five minutes late, or fails to provide any required documents, the appointment will be cancelled. A new appointment must then be scheduled to complete the process.
The Ministry will notify all those with appointments of the exact time and location via the Hiyaa Portal and SMS.
