MPL Invites EOIs to Build and Operate Uligan Yacht Marina

Maldives Ports Limited (MPL) has officially opened invitations for local and foreign companies, as well as joint ventures, to submit Expressions of Interest (EOI) for the long-term development and operation of a high-end yacht marina in HA. Uligan.

The state port operator is seeking developers under a long-term Build-and-Operate lease model, with interested parties required to submit their proposals by 21 September.

The announcement marks the next phase of the project following a land lease agreement signed between MPL and the Uligan Council on 24 August 2026. Under that agreement, the council allocated approximately 70,471 square metres of land to MPL to facilitate the site’s development. Physical work on the foundational infrastructure—including harbor dredging, breakwater construction, jetties, and a floating pontoon system—is already underway under private contractor Sas E Construction.

Designed to accommodate 18 yachts simultaneously during its initial phase, the facility will feature dedicated on-site customs and immigration clearance services. The chosen operator will oversee the provision of essential utility and marine services, covering fuel, fresh water, electricity, waste management, and vessel maintenance.

Furthermore, the operating entity must develop commercial and hospitality infrastructure, such as a marina hotel or resort, dining establishments, retail shops, crew amenities, water sports centres, and wellness facilities. The developer will also manage global marketing efforts to position Uligan along international sailing routes, alongside securing global brand partnerships and charter operators.

Situated in the northernmost atoll of the Maldives, Uligan lies adjacent to major international maritime navigation routes. The island currently functions as a primary stopover for foreign yachts navigating Maldivian waters, drawing regular vessel traffic even through the off-season. Government authorities intend for the comprehensive marina infrastructure to leverage this geographical position, converting routine vessel calls into an active catalyst for regional maritime commerce and tourism.
