MQA Updates Policy to Facilitate Online Quran Courses

The Maldives Qualification Authority (MQA) has revised its policy to enable the online teaching of Quran courses.
This update follows discussions with the Ministry of Islamic Affairs and marks a significant shift from the guidelines published in August 2022, which previously excluded Quran and related fields from eLearning models.
The new policy, announced last Monday, allows for the issuance of permits to teach Quranic subjects online. MQA specified that subjects such as Uloom-ul-Quran and Ma’anil Quran can now be delivered through eLearning platforms. Additionally, programs for Tilawat of Quran and Hifz are also permitted, provided they adhere to specific policies and obtain the necessary permits.
Despite the shift to online teaching, MQA emphasised that examinations for these courses will continue to be conducted in person. The authority clarified that permits can be granted for any Quranic program under the eLearning model, subject to a thorough review of the curriculum and compliance with established policies.
In a statement, MQA urged higher education institutions interested in offering Quran and related courses online to adapt their programs accordingly and submit them for approval. “The programs may proceed under the eLearning modality only after the authority issues the permit to teach,” MQA stated.
This policy update aims to provide greater flexibility and accessibility in the teaching of Quranic studies, while ensuring the quality and integrity of the education delivered.
