President Sets Degree Requirement for State Ministers and Deputy Ministers

President Dr Mohamed Muizzu said state ministers and deputy ministers will no longer be appointed without a relevant bachelor’s or master’s degree in their respective fields.

Speaking at the weekly press conference held at the President’s Office today, he said the government is revising its employment practices, particularly within state-owned enterprises (SOEs), to improve efficiency and reduce costs.

As part of these efforts, the government has instructed SOEs to reduce their workforce by 33 percent. He said the reductions would be implemented on a case-by-case basis, noting that organisations with more technical staff may see smaller cuts. The process will be based on merit and performance, including factors such as attendance.

The President also said recruitment practices will be standardised, with all positions required to be publicly advertised and filled through a formal application process. He said hiring will be based on merit, including the review of applicants’ qualifications and experience.

“I have no intention in the future of, for example, even in a case where it becomes absolutely necessary to appoint a State Minister, not checking whether that person has at least a Master’s degree. In a situation where it is necessary to appoint someone as a Deputy Minister to a specific place, checking whether that person holds a relevant degree. This is the kind of rough standard I have considered maintaining,” he said.

He said the government will no longer make appointments based on political considerations, including campaign involvement. Referring to the ruling People’s National Congress (PNC)’s recent council election setback, he said the public had made clear that such practices should end.

“The people have spoken, saying that awarding jobs to any party in connection with a campaign or politically must now come to an end in this country. Therefore, I am proceeding accordingly from now on,” he said.

The President also stated that authorities have been instructed to terminate the employment of individuals hired in violation of existing regulations.
