Shujau Resigns as CP, Deputy Commissioner Naveen Appointed as Acting Commissioner

Commissioner of Police Ali Shujau resigned from his position last night amidst calls for his resignation from demonstrators from the “Dhuleh Nukuraanan” protests. Deputy Commissioner of Police Ismail Naveen has been appointed as Acting Police Commissioner. 

Heena Waleed, the Spokesperson for the President’s Office, announced in a post on X last night that President Dr Mohamed Muizzu had accepted CP Shujau’s resignation after he submitted it.

Minister for Homeland Security and Technology, Ali Ihusan, stated in a post on X at 7:46 p.m. yesterday that following Shujau’s resignation, Deputy Commissioner Fauhad Fikury had been appointed Acting Commissioner of Police until a permanent replacement is found. However,  an hour later at 8:46 p.m., Minister Ihusan updated that Deputy Commissioner Ali Naveen had been appointed to the position instead, citing Naveen’s involvement in the police’s highest priority investigation.

“The case the police is working as the highest priority is the current investigation, and the one involved in that case as the highest authority is Deputy Commissioner Ismail Naveen, Naveen has been appointed as the temporary Commissioner of Police until the police can appoint a permanent replacement to fill that responsibility,” Minister Ihusan said in Dhivehi on X.

Farhad, who served briefly as Acting Commissioner for an hour, faced previous accusations of influencing police investigations during his earlier tenure as Acting Police Commissioner in 2023. He allegedly disposed of evidence related to a rape case involving his son. Authorities dismissed Farhad from the police in 2021, following the implementation of the Police Act, over allegations of evidence tampering. However, he was later reinstated to the force.

The Context

On April 18, 2025, a 21-year-old woman was found on the roof of a warehouse in Henveiru, Male’. The police later revealed she fell from the ninth floor of Fentoniya around 4:30 a.m. that morning. She was reported to the police around 7:30 a.m. that morning, after which she had been receiving medical care in Indira Gandhi Memorial Hospital (IGMH), until she was sent to Malaysia last night for additional medical treatment.

Regarding this case, the public trust towards the police has decreased. They have been accused of tampering with the investigation, as the public believes the people involved in the case are children of people in high positions, and they have been using their influence to cover up the case. Raudh Ahmed Zilal, the 21-year-old man arrested in this case, is the younger brother of Daudh Ahmed Zilal, the Under Secretary for Digital Strategy at the President’s Office. Daudh was suspended from his position without pay on Thursday, April 25. 

In addition to Raudh, the passports of seven others connected to this case have been seized. They are barred from leaving the country.

The public has been holding serial protests calling for a fair and transparent investigation into this case since Wednesday, April 24. Their demands included the resignation of the Police Commissioner Ali Shujau. Along with Minister Ihusan, and Minister for Transport and Civil Aviation, Mohamed Ameen.
